We believe that this is clearly too few approvals to decisively counter the shortage of skilled workers. Although the issuance of a residence permit usually includes an employment permit, unless it is issued for gainful employment purposes (cf. Section 4a (1) of the Residence Act), the relatively small increase is likely to indicate a need for further improvement despite efforts to facilitate the immigration of skilled workers.
